Description of project and our assignment:

The World Bank engaged SEEC to conduct the Study “PSHPP Tarnita - Effects Evaluation within Romanian and SEE Power System” and to carry out the analyses as described in the Scope of Work.

The aim of this Study is to give preliminary evaluation of the role and position of PSHPP Tarnita in future generation expansion plans of Romanian and SEE Power Systems basing the generation expansion plans on the results obtained within the Update of the Generation Investment Study (GIS) in South East Europe (SEE) and a supplemental environmental study (GIS-IIEP), which were issued at the beginning of 2005.

One of the most significant investments in energy sector of Romania is represented by Tarnita-Lapustesti power plant, a pumped storage power plant, an investment which determines the safety of services as well as the increase of Romania's position on the Central and South-Eastern Europe ancillary system services market. A hydro power station Tarnita Lapustesti presents a very important project in terms of securing Romania's strategic resources and is completely in line with the idea of using domestic resources.

The construction of the 1,000 MW pumping storage HPP at Tarnita-Lapustesti is envisioned as a JV between Hidroelectrica, Nuclearelectrica (interested to get system services after commissioning its Unit 2 at NPP Cernavoda) and other attracted investors.

Taking the above into account, the main objective of this study is the revision of the GIS expansion planning analysis assuming that the planned new PSHPP Tarnita will compete within the Romanian and regional market with other existing and planned new generating power plants.
